Parks Laborer Village of Bellevue
Job Description Position Summary The Parks Laborer is responsible for providing both skilled and unskilled labor necessary to maintain and operate the Village’s parks, trails, public lands, facilities, and urban forest. This position requires year-round work, including some weekends and holidays. The laborer works under the general direction of the Director of Parks, Recreation, and Forestry and is supervised by the Parks and Urban Forestry Foreman.
Essential Duties & Responsibilities
- Perform maintenance of parks and public grounds as assigned, which may include mowing & trimming grass, grooming ball diamonds, measuring & lining athletic fields, aeration, field maintenance, and installation & upkeep of landscaping & fencing. Tasks also include snow fence installation, emptying trash and recycling containers, flooding ice rinks, and storing and maintaining seasonal equipment.
- Provide service and repairs as needed to construct and maintain facilities. This includes managing construction projects, performing interior & exterior building maintenance, troubleshooting electrical issues, performing masonry, carpentry, plumbing, painting, and cleaning restrooms & work areas.
- Conduct carpentry work necessary for general maintenance.
- Maintain grounds by operating various equipment such as mowers, weed eaters, tractors, brush hogs, small tools, and irrigation equipment.
- Assist in the installation, repair, maintenance, and inspection of playground equipment.
- Aid in the preparation and setup for community and park/recreation events.
- Perform repairs and preventative maintenance on buildings, facilities, playground equipment, tractors, mowers, and other types of equipment.
- Assist with tree planting, pruning, removal, stump grinding, and other forestry operations in parks and on Village property.
- Carry out janitorial and custodial duties for all park facilities and properties, including the Community Center.
- Assist Public Works staff with repairing public streets and maintaining right-of-way areas. This includes snow removal, salting & ice control, clearing walks & trails, installing snow fences, and removing debris.
- Perform minor building repairs & maintenance, including remodeling projects, painting, and cleaning. Additional minor repair & maintenance tasks may be assigned, which could involve heating, cooling, electrical, and plumbing work.
- Operate various major equipment and vehicles as necessary to carry out assigned duties, including snowplows, dump trucks, tractors, backhoes, and toolcat.
- Maintain vehicles & equipment, which includes record keeping, refueling, washing, and performing minor maintenance or repairs.
- Assist in managing the department's inventory of supplies, materials, tools, signs, and other items.
- Follow all state laws, local regulations, and safety work rules. Report any near misses and violations of safety laws and regulations to the supervisor.
Qualifications Essential Knowledge, Skills & Abilities
- Proficient in operating various tools & equipment, including hand tools, dump trucks, plows, backhoes, brush chippers, chainsaws, lawnmowers, tractors, and other small power tools.
- Skilled in maintaining assigned equipment and vehicles, with the ability to assess whether maintenance or repairs can be completed in-house or require outside services.
- Capable of managing multiple work assignments, prioritizing tasks, and completing all assignments accurately and on time.
- Effective at taking direction, facilitating communication, resolving problems, and working independently & as part of a team. Able to receive and provide constructive criticism.
- Competent in making sound decisions and exercising good judgment without supervision.
- Able to perform basic mathematical operations, including addition, subtraction, multiplication, and division. Proficient in calculating decimals and percentages and utilizing the principles of descriptive statistics.
- Proficient in comprehending and interpreting policy & procedure manuals, work rules, safety guidelines, construction plans, GIS mapping, and record drawings.
- Skilled in recording & conveying information, explaining procedures, and following directions & instructions accurately & promptly.
- Effective in communicating courteously & clearly with the general public, board members, administration, supervisors, other village employees, contractors, and others.
Required Experience, Education & Training
- A high school diploma or equivalent is required.
- A minimum of one (1) year of related work experience is necessary.
- Candidates must possess a valid WI Driver’s License and have access to an operable, licensed vehicle.
- A valid Wisconsin Commercial Driver’s License (CDL) Class B is required, or the ability to obtain it within six (6) months of hire.
- The position may require occasional overtime work and participation in a rotating on-call schedule, which involves carrying a pager as needed.
- Candidates must pass a pre-employment drug screening, physical examination, and periodic testing necessary for maintaining the CDL.
- Attendance at Village safety training sessions is mandatory, and candidates must meet any associated testing requirements.
Additional Desired Training & Licenses
- Direct experience in landscaping, arboriculture, horticulture, or other related field work/experience.
- A current National Playground Safety Institute Inspector Certification (NPSI) is preferred, or the ability to obtain it within one (1) year of employment.
Salary/Salary Range $25.90 - $27.62
